The policy aggravated labour and capital contradicts. The core issue which has effect on the primary distribution is the relationship between capital and labor. It is a problem of ownership structure of the means of production. . The reform in the primary distribution is a point in accelerating transformation of the mode of economic development. The imbalance between capital and labor-the imbalance in ownership structure has also restricted the reform in the first distribution. To solve the problem,we should adhere to the basic economic system with the public ownership and distribution according to work as the main part of our system, varied ownership and distribution system as auxiliary tool. Only by doing this can we avoid polarization.
