Abstract
The classification of zones with different principal functions calls for the establishing of dual compensation mechanism of ecological restoration and contribution.The ecological restoration compensation includes self- compensation and trust compensation, equal compensation and multiple compensation, follows the principle of "whoever destroy compensates it". The ecological contribution follows the principle of contributing and sharing, with transferring payment by governments of upper level as the main compensation channel. The rational level of ecological compensation should be determined.
