Based on the spirit of the report to the 17th National Congress of CPC, this article elaborates the development of the theory of the primary stage of socialism and indicates the differences between primary socialist society and the contemporary capitalist society and non- primary stage of socialism. The author argues that the present period of time in which a moderately prosperous society in all respects is
being built is a vital phase in the primary stage of socialism, and that the the theory of the primary stage must be deeply understood in the implementation of Scientific View on Development.
