Abstract
the India economist Amartya Sen deeply criticizes the Neoliberalism, to abandon undue pursuit of GDP growth in the previous outlook on development, and put forward needs of hunman beings and quality of life as the development goal. This people oriented view provides enlightenment and reference for implementation of the scientific outlook on development at the new stage in China.
