Abstract
Directed against the current situation of the state-owned economy of Shanghai, strengthening the leading competitiveness of state-owned economy requires to keep the appropriate scale of the state-owned economy,improve the contribution rate of state -owned economy;to guarantee the healthy development of national economy and strengthen the controlling force of state-owned economy;to lead the nonstate-owned economy to develop in a healthy way and strengthen the gathering force of the state-owned capital;to reform the management system of state-owned assets and improve the innovative force of the state-owned economy;to implement the strategic recombination of the state-owned economy and improve the market force of stateowned economy market;to put up a linkage platform for all kinds of capital and expand the radiate force of state-owned economy;to accelerate the shareholding system transformation of state -owned enterprises and improve the growth rate of state-owned economy.
