Abstract
The discourse system of low-carbon economy can not scientifically express the carbon cycle balance rule，also not fully reflect the characteristics of future economy． It is not scientific to name economic form according to changes in the level of carbon element． Human must reduce carbon emission and increase carbon sinks，repair the carbon cycle balance mechanism of the earth，maintain its healthy to response to climate change． The amount of carbon resource used will be increased but not reduced in the future economy． It is not reliable to judge the characteristics of future economy according to the consumption of carbon as a particular resource． There is a clear bias in the action plan of some western countries appearing embarrassment in the implementation．
