Abstract

In the late 1970x, Deng Xiaoping was in support of the "First Leap" of contracted responsibilities on the household basis in the rural areas, and at the beginning of the 90s he proposed the "Second Leap." These two leaps established a firm and scientific foundation for the socialism with Chinese characteristics toward common prosperity, a concise theoretical summary of economic rules in the rural areas, and a priceless outcome of the Party's dialectical materialistic epistemology of adhering to practicing, knowledging, again practicing, and again knowledging. The existence of the booming agricultural economic cooperatives stands as proof that Deng Xiaoping Theory reflects the objective law of agricultural economic development in China and thus speaks to the vital interests of farmers and urgent needs for common prosperity in the rural areas. The Party leaders of all levels should carry out the important instruction of strengthening theoretical, institutional and methodological confidence put forward in CPC's 18th National Congress. And they should meet their obligations of leading farmers to expand the collective land ownership, striving to push forward business of a moderate scale, so as to take concrete steps towards the scientific development and common prosperity in the rural areas.
