Abstract
The Circulation industry shoulders the responsibility of expanding domestic demand; it is playing an important role in leading the expansion of domestic demand. Developing the circulation industry, realizing the structural upgrade and improving the macro management need not only the help of market mechanism, but also macro planning control. To develop the circulation industry, we should not only implement policy formulated in the 17th CPC National Congress in practice, but also publicize and emphasize the feature of central planning of socialist market economy. The "planning" here is not administrative and mandatory, but instructional, strategic and predictive.
