Abstract
本文在阐明住房的经济性质、房价收入比、房地产利润率等理论的基础上,论述了"以市场调节为基础,国家调节为主导"的双重调节机制,试图构建城市以"公租房为主,商品房和私租房为辅"的新格局。本文还提出了一些新政策和措施建议,探索以较快的速度来全面妥善解决城市住房难题。
