Functional income distribution is also called factor income distribution, which studies the income distribution from the origin aspect, and it is the primary distribution. Scale distribution is also called household distribution, which studies the relation between population proportion and the income proportion, and it is the final distribution. Generally speaking, the income gap in functional distribution is positively correlated with the scale distribution, and any measures that enlarge functional distribution will lead to similar result in scale distribution. The third way to study the national income distribution is from the perspective of final usage of the output. The national output can be divided into investment andconsumption. In contemporary economy, the government is the most important subject in the economy, and the government regulates the functional distribution and scale distribution through regulating the final usage of the output. The functional distribution, scale distribution and the final usage of the output in China
are studied in this paper and the policy measure has been proposed.
