近年来关于效率与公平关系的不同解读和观点评析

China has witnessed the tendency of a widening income gap while it is achieving enormous progress in economy. The central government has adjusted the principle concept of "efficiency priority and balanced attention to fairness" under this historic background. The political report of the 17th CPC National Congress points out that“The relations between efficiency and equity should be well handled both in primary distribution and redistribution，and redistribution should focus more on equity". Such wording in the political report of 17th CPC National Congress has unified the understanding of efficiency and equity in general. But in theory and in press,difference still exists on how to handle the relations between the two concepts and how to analysis the changes of wording of the central government.
