Abstract
The 16th national congress of CPC brings forward the scientific concept of development, a comprehensive, harmonious, and sustainable scientific concept of development. It is the intelligent crystal that the Chinese people explored the right road of human development, and it is also an important contribution to the world people. Practicing the scientific concept of development is a systematic project, whereas it is a tie of it from notion to action to establish the comprehensive appraisal system of economic society reflecting the requirements of scientific concept of development, and it is also an important indicator to verify developed quality of economic society and scientific development level and to correct deviation in the process of development.
