Abstract
As far as income distribution is concerned, the relationship between efficiency and fairness is fundamentally unified.Establishing comprehensive scientific efficiency concept forms the foundation for scientific development.Paying more attention to social fairness benefits the expansion of domestic demand, the shortening of income distribution gap, and the adjustment of economic structure, providing positive conditions for transforming economic development mode. At present, improving social fairness focuses on the fairness of initial distribution. Based on proper understanding of the distribution relationship, we should adopt various measures to increase the wages of the low一income group while raises its proportion in initial distribution.
