basic economic system with both public ownership in dominance and the existence of diverse forms of ownership, but also
consolidate and improve the system of economic operation in the primary stage of socialism, realizing the organic
combination of market regulation, government regulation and the social adjust. Rationalizing relations among the market,
government and society, to clear boundaries of each and play their respective advantages. On the basis of strengthening
basic role of market in allocating resources, strengthening government regulation and ethics adaptation, to make up for the
"market failure" and "government failure." Meanwhile, in the political, social, cultural, ecological and other fields, the
