Abstract
At present, the existing of polarization in China is the result of different kinds of causes. Dealing with polarization is imperative now. First, we should take advantage of the opportunity of formulating the Twelfth Five-Year Plan to establish some prospective targets with restraints, such as the target of reducing the Gini Coefficient to be under 0.45 by the end of the Twelfth Five-Year Plan, and 0.4 by the end of 2020. Second, we should rearrange the national economy and make the public-economy as the main player. Third, we should recover the relationship between accumulation and consumption in national economy to be 25% to 75%, guarantee the expansion of domestic demand and improve the standard of living. Fourth, we should restructure government expenditure and improve the consumption rate of the citizens. And fifth, we should reform the primary distribution mechanism, increase the proportion of income individuals receive from the distribution of national income.
