国有企业比重演变特征及趋势分析: 兼论“国进民退”与“国退民进”

The State-owned enterprises' decision of entering or leaving is not an ideological issue, but a necessary measure for economic development. Entering or leaving an industry is basically a kind of market behavior; the proportion of the state-owned enterprises in a certain period of time and within a certain region should match that of the private enterprises. In the light of the not perfect market economy and the lack of a honesty and trust system, stated-owned enterprises in some industries crucial to the economy, the people's wellbeing and national security, such as the food and pharmaceuticals industry,can not go on retreating; we should increase the proportion of state-owned enterprises in these industries to lead the health and orderly development of these industries.
