In the practice of socialist market economy,"development to the benefit of all people" is the guiding principle that will particularly help the cadres and people establish and lmprove the concrete relations in income distribution under which distribution according to work takes a dominant position. What plays a decisive role in lmplementing this principle is to uphold the dominant role of socialist public ownership, improve the basic socialist economic system and rationalize the relations in the primary distribution of national income. In the meantime, it is essential to fully recognize the basic characteristics of the relations in socialist redistribution in China and innovate redistribution relations with Chinese characteristics.
