Аннотация

For a long time China has implemented a low-wage system. While major characters of this wage system differ in the period of planned economy from those in the institutional transition period,the basic causes for it are the same,that is,low productivity and the guideline of “high accumulation,low consumption" for economic construction. During the period of the “Twelfth Five-year Plan" this low-wage system should be further reformed for perfection,the national income distribution should be optimized,and upgrading of people's life and social harmony should be promoted. In the long run,a transition from the low-wage system to a medium and high wage system should be gradually realized.
